That word 华人 is not generally used for a native, in the dictionary it has two meanings, Chinese or foreign citizen of Chinese decent. See below dictionary.

However I remember learning in my Chinese class about different levels of being Chinese and no longer a citizen of China. I think they distinguish between someone born in China and moved to another country (which I think is 华人) and someone born overseas but of Chinese descent?? I can’t QUITE remember…

Oh man, confusing! I would’ve thought “zhong guo ren” or something.. would mean china native…and “wai guo ren” is not in china!
